Our Leadership

Phil Jasper leads the Mission Systems strategic business unit at Collins Aerospace, based in Cedar Rapids, Iowa. In this role, he is responsible for delivering military, government and civil solutions to help customers worldwide safely and successfully complete their most complex missions.

A 26-year veteran of the industry, Phil previously served as executive vice president and chief operating officer of Government Systems at Rockwell Collins. Prior to this, he held the roles of vice president of Business Development for Government Systems, vice president and general manager of Mobility Rotary Wing Solutions, senior director of Air Force Programs, director of air mobility for Bombers & Special Mission Programs and technical director and programs manager of KC-135 Programs.

Phil is committed to developing innovations that keep warfighters safe, connected and informed. In this capacity, he led one of the industry’s first programs to fully integrate Communications, Navigation and Surveillance/Air Traffic Management (CNS/ATM) capability and interoperability into a military aircraft fleet. This involved one of the first efforts to fully leverage commercial avionics technology into the military market. He successfully designed, developed and integrated multiple mission-specific capabilities for military aircraft, including: airdrop; refueling; intercept; and guidance and control products and functions.

Phil brings the same innovative approach to Collins Aerospace, where he is focused on transforming the Mission Systems business into the leading provider of mission capabilities for the aerospace and defense industry.

Phil participates in STEM outreach activities in the community, volunteers with United Way and is a member of the Iowa State University Engineering College Industrial Advisory Council, Cedar Rapids Business Advisory Council and Iowa Business Council. Working with Congress and the U.S. Department of Defense, he continues to serve as a lead advocate to help streamline how the United States procures commercial items and to protect intellectual property rights — both critical issues for aerospace and defense companies.

A native of Lamont, Iowa, Phil holds a bachelor's degree and a master's degree in aerospace engineering and a minor in business administration from Iowa State University.
